: The Libertarian Party believes it's your right to do pretty much anything you want as long as it doesn't infringe on another person's right to do the same. In other words, they think you should be able to take bong hits, fire a semiautomatic weapon and, if the mood strikes you, drop $50 to eat dinner with Libertarian presidential candidate Michael Badnarik at Carluccio's Restaurant on Sun., Sept. 5. POWER PLAY: This fall, the city of Las Vegas is throwing open the doors of City Hall and offering citizens a hand in government as part of the inaugural Las Vegas Citizens Leadership Academy. The seven-week, hands-on workshop will feature interactive workshops, facility tours, discussions with city leaders and the chance to play God with the people of Las Vegas. Actually, the sponsors don't promise that last bit, but what are they going to do once you get your grubby paws on the reins of power? The workshops will be Tuesday evenings and one Saturday per month beginning Tue., Oct. 5. Applications are due by Fri., Sept. 10. Info: 229-6501.
